H.E Caroline Delany

Caroline Delany is Canada’s High Commissioner to Mozambique and Malawi. She joined the Government of Canada in 2005 in the Office for Democratic Governance at the Canadian International Development Agency. Caroline was First Secretary (Development) in Kabul, Afghanistan from 2007 to 2009, followed by Deputy Director (Strategic Policy) in the Afghanistan Task Force at the Department of Foreign Affairs and International Trade from 2009 to 2011. Subsequently, Caroline spent four years as part of Canada’s development program in South Sudan, including as Head of Cooperation in Juba. From 2015 to 2018, Caroline was Director of Planning and Deployments in the Peace and Stabilization Operations Program in Global Affairs Canada, which included responsibility for peace and security policy, the Canadian Police Arrangement, and the Canada Fund for Local Initiatives. Caroline has a BSc (Computer Science) from the University of British Columbia and an MA (International Affairs – Conflict Analysis and Conflict Resolution) from Carleton University.
